Ask your local newspapers and/or radio stations asking them to run a Public Service Announcement on animal disaster planning.  It is perfect timing in light of Katrina.  I just e-mailed some newspapers and I already have some bites.  Be Sure to ask student newspapers at nearby colleges and universities.  Newsletters of local organizations such as churches might be good too.  (Western Michigan University's Western Herald, The Kalamazoo Gazette, The Flint Journal, and The Battle Creek Enquirer have all already been asked.)
